Kazakhstan’s Energy Sector Faces a Reckoning

Attending what was largely a celebration of the country’s oil and gas sectors at the start of October, one could be forgiven for thinking that the going is almost entirely good in Kazakhstan’s energy sector. At the 30th conference of the Kazakhstan Oil & Gas Exhibition, held in Almaty on September 29-October 1, presentations focused on ways of managing a future with more conflict, less cooperation, and more infrastructure bottlenecks, but the tone was largely positive. Some industry voices, like Matthew Sagers, vice president for oil and gas at S&P Global, an information and consulting agency, seemed optimistic as they made the case that “peak oil” was still in the distance. “The world looks very different every couple of years. We were talking about carbon neutrality after the pandemic. Now, we’re more focused on energy security and affordability.Yes, we’re going to make the transition, but only where it makes economic sense,” Sagers told Vlast. In Kazakhstan, meanwhile, Malcolm Forbes-Cable, vice president of energy consulting at Wood Mackenzie, emphasized the country’s resource potential, despite ongoing questions about its regulatory environment. “In terms of fundamentals, Kazakhstan has extraordinary resources. The challenge is in realizing some of these opportunities. Some of the issues concern consistency, especially in the fiscal realm, and transparency in the markets,” Forbes-Cable told Vlast.Away from the conference’s glitz and glamor, however, an upcoming “National Energy Report,” prepared by S&P Global and KAZENERGY, a local lobby group, paints a less rosy picture.Visitors attending the exhibition.Photo from KIOGE.The ChallengesOne issue is a lack of quality data.Kazakhstan’s government keeps production statistics close to its chest, while upstream companies are reluctant to disclose their proprietary data, meaning that analysts may not always have a full picture when drafting reports.
