During a state visit to Moscow last November, Kazakhstan’s President Kassym-Jomart Tokayev and Russian leader Vladimir Putin signed a declaration committing their countries to a Strategic Partnership and Alliance.With 42 clauses on policies ranging from trade to energy and security cooperation, Tokayev hailed the document as a symbol of “a new era of bilateral relations and confirmation of unprecedented levels of mutual trust.”
